A Kirana store is a small, independently owned neighbourhood retail shop that sells everyday essentials such as groceries, packaged food, beverages, household items, and FMCG (Fast-Moving Consumer Goods) products. The word "kirana" comes from Hindi and broadly means "grocery" or "provisions." Kirana stores are the backbone of Indian retail — there are an estimated 12 to 15 million kirana stores across India, making them one of the largest retail networks in the world.

Most kirana stores are family-owned sole proprietorships or small partnerships operating from a fixed shop premises in a residential neighbourhood, market, or village.

GST Registration for Kirana Stores

Whether a kirana store needs to register for GST depends on its annual turnover:

Kirana stores with annual turnover above ₹40 lakh (for goods suppliers in most states) are required to take GST registration and comply with all GST obligations.

Stores below the ₹40 lakh threshold are exempt from mandatory GST registration and can operate without charging GST. However, they may voluntarily register if they want to claim Input Tax Credit (ITC) on their purchases.

Special category states (such as Manipur, Mizoram, Nagaland, and Tripura) have a lower threshold of ₹20 lakh.

Composition Scheme — The Ideal Option for Kirana Stores

Most small kirana stores that are GST-registered opt for the Composition Scheme, which significantly simplifies their compliance. Under the scheme:

  • Tax is paid at a flat rate of 1% on turnover (0.5% CGST + 0.5% SGST) for traders
  • No need to file monthly GST returns — only quarterly CMP-08 payments and one annual GSTR-4 return
  • No GST charged to customers — a Bill of Supply is issued instead of a tax invoice
  • Eligible for stores with annual turnover up to ₹1.5 crore

The trade-off is that composition scheme kirana stores cannot claim ITC on their purchases and cannot make inter-state supplies.

For B2C (customer) sales, kirana stores are not required to issue a formal invoice for every transaction below ₹200 if the customer does not ask for one. For transactions above ₹200 or on customer request, they must issue either a bill of supply (if under composition scheme) or a tax invoice (if under regular GST).

For B2B sales — such as supplying goods to restaurants, canteens, or other businesses — proper invoices with all GST details must be issued regardless of the transaction amount.
